Preparation of GLOBAL OBSERVATORY ON DECENTRALIZATION AND LOCAL DEMOCRACY - GLOBAL REPORT (GOLD )( Chapter 5: Eurasia)

Since February 2009 CFP will support to the elaboration of the Global Report on Local Democracy and Decentralization (GOLD) which is initiated by United Cities and Local Governments (UCLG). UCLG is a non profit organisation, with its own legal capacity, with the objective to represent autonomous and democratic local governments on a global level, promoting their values, objectives and interests.

The main goal of the Global Report on Local Democracy and Decentralisation (GOLD ) is to provide a general diagnostic of the state of subnational finances in a large number of developed, transition and developing countries, with a particular focus on the current systems of revenue and expenditure assignments along two main dimensions:

Adequacy in terms of allowing subnational governments sufficient sources of income to fulfil their functional expenditure responsibilities, and

Degree of fiscal autonomy that subnational governments can exercise.

To meet this goal a series of thematic and regional specific chapters that will contribute to a larger synthetic report are being commissioned by UCLG. CFP will be involved in preparation of Chapter on Eurasia (including Armenia, Belarus, Georgia, Kazakhstan, Kyrgyzstan Moldova, Russia and Ukraine)
