Improvement of Intergovernmental Fiscal Relations in Kabarda-Balkar Republic

The purpose of the project is to improve intergovernmental fiscal relations in the Republic.

The assignments under the project include the following:

• prepare a report on the draft law On the Budgetary Process and Intergovernmental Fiscal Relations in Kabarda-Balkar Republic including, among other things, recommendations concerning a better allocation procedure for intergovernmental grants;


• make amendments to the current models of fiscal capacity equalization grants allocated to settlements and municipal raions (city okrugs), of subsidies to municipal raions to build up raion funds for financial support of settlements as well as to the current models according to which raion funds for financial support of settlements are allocated. The amendments are to be made in accordance with the recommendations (above). Make necessary changes in the user manuals regarding these models.


• calculate allocation of fiscal capacity equalization grants to settlements and municipal raions (city okrugs), subsidies to build up raion funds for financial support of settlements as well as for the allocation of raion funds for financial support of settlements in 2010 fiscal year.
