The aim of the project is to assist the Governments of the Republic of North Ossetia-Alania in the implementation of individual activities under the Regional Finance Reform pertaining to drafting regulations and developing instruments relative to the Program goals.

The package of assignments under the project includes the following:

• analyze demand for public services in the education, health care, culture and social policy sectors;


• analyze the possibility and practicability of turning individual budget-supported institutions into autonomous format;


• draft a methodology for assessing and monitoring demand for public services in the education, health care, culture and social policy sectors;


• develop quality standards for public services in the education, health care, culture and social policy sectors;


• develop a set of regulations determining the procedure of turning individual budget-supported institutions into autonomous format;


• develop a procedure for formulating public assignment for budget-supported institutions and its monitoring.
