Technical assistance to the city of Baley and to the Baley municipal district (Chita oblast) in improving public finance management

( Chita oblast  is one out of 16 regions constituted Siberian Federal District)

Four components of the project include:

1. Taxable base increase. The CFP will analyze current state of tax arrangement between federal / regional and local levels of the budget system (by the Budget Code and Chita oblast’s law), and structure of the local budgets revenue. Then the CFP experts will draft recommendations regarding increase in taxable base and in local budgets; improvement of the fiscal relations between municipal district and constituted settlements. Analysis of the fiscal relations between local governments (of both municipal district and the city of Baley) and executive power of Chita region will be a special part of this component.

2. Municipal asset management. The CFP will draft recommendations on improvement of performance of municipal services providers including restructuring of the municipal budgetary network, and the action plan towards improvement of municipal asset management.

3. Property management. This includes analysis of how municipal service providers use their property and recommendations on improvement of current practices in this regard.

4. Draft municipal regulations to implement recommendations made during the first three components.
